<img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702355147806jpx/tlca1.jpg"> The Training on Goods Classification, Customs Value, and Rules of Origin for Timor-Leste Customs Authority (TLCA) Officers was held from 11 - 23 September 2023 in Medan. The training was hosted by the Indonesian Customs and Excise Education and Training Center (ICEETC) as WCO Regional Training Centre Asia/Pacific – Indonesia (RTC Indonesia) with support from Medan Financial Education and Training Hall. The training is funded by Indonesian AID through a grant scheme.&nbsp;The training was joined by 25 participants from the Timor-Leste Customs Authority (TLCA). The trainers of this training are RTC Indonesia’s trainers, Regional Office of Customs and Excise North Sumatera’s officers, and Directorate of Customs officials.&nbsp;The objective of the training is to support Timor-Leste through the Timor-Leste Customs Authority (TLCA) in implementing knowledge of the Harmonized System (HS)/ASEAN Harmonized Tariff Nomenclature (AHTN), Customs Valuation, and Rules of Origin for customs determination. <img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702355260710xzn/tlca2.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702355269492lfo/tlca3.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702355278174gwd/tlca4.jpg"> This training covers comprehensive materials including Basic Concepts of Customs Valuation and Methods of Customs Valuation; Research and Customs Valuation; Legal Basis, History, and Classification System of Goods; Techniques of Identification and Classification of Goods; Rules of Origin; and ATIGA Scheme. Aside from regular classroom subjects covering lectures, discussions, case studies, and group assignments, there were several additional programs such as Mental, Physical, and Discipline activities carried by officers from the Regional Office of Customs and Excise North Sumatera and the current issue lectures by officials from Directorate of Customs. In addition, participants were given a chance to do field observation at Medium Customs and Excise Service Office Belawan, Medium Customs and Excise Service Office Type B Kuala Namu, and Customs and Excise Laboratory Class II Medan. During their field trip, participants were able to experience best practices of customs application in the customs and excise office in Medan. <img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702355306277pus/tlca5.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702355322908gre/tlca6.jpg"> During their stay in Medan, participants were able to experience the richness of North Sumatera culture in socio-cultural activities organized by committees. Based on the evaluations given by the participants, the implementation of the training received an excellent perception index.&nbsp;Overall, RTC Indonesia believes that this training enabled participant to increase their knowledge and skills in the identification, and classification of goods, customs valuation, rules of origin, and the ASEAN Trade in Goods Agreement (ATIGA) scheme. This is aimed at creating effective and efficient customs services and supervision at the border. Furthermore, through the implementation of the ATIGA scheme and tariff development, it is anticipated that Timor-Leste will enhance the smooth flow of goods, facilitate trade facilitation, and strengthen its commitment to joining ASEAN from an economic and financial perspective (ASEAN Finance Track). Training on Goods Classification, Customs Value, and Rules of Origin for Timor-Leste Customs Authority (TLCA) Officers

<img src="http://klc2.kemenkeu.go.id/image/2023/6/27/1687848678157jow/picture1.jpg"> The WCO Sub-Regional workshop on Authorized Economic Operator (AEO) programme for the WCO Members of the ASEAN region was held from 5 to 8 June 2023 in RTC Indonesia Office, Jakarta. The workshop was hosted by the Indonesian Customs and Excise Education and Training Center (ICEETC) as WCO Regional Training Centre Asia/Pacific – Indonesia (RTC Indonesia). The training is funded by Customs Cooperation Fund-China (CCF-China) and RTC Indonesia. The training was joined by 25 participants, consisting of participants from 10 ASEAN countries: Brunei Darussalam, Cambodia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, and Indonesia, as well as representatives from China Customs. The resource person and trainers for this training were WCO experts:&nbsp;<ol><li>Lazzat Daniyarova, Technical Officer, WCO Expert</li><li>Moh. Firstananto Jerusalem, WCO Pre-accredited Expert on Authorized Economic Operator (AEO), Indonesian Customs</li><li>Nguyen Thi Khanh Hong, WCO Accredited Expert on Authorized Economic Operator (AEO), Vietnam Customs</li><li>Shao Weijin, WCO Expert, China Customs</li></ol> Aside from the WCO experts, Ms Grace YE, Operation Manager and Program Manager CCF-China as representatives from ROCB Asia/Pacific Region also joined the workshop. The objective of the Workshop is to refresh WCO’s Members in the ASEAN Region’s understanding and knowledge of the AEO programme; and to briefly comprehend the level of AEO implementation and compliance status, gaps, issues, opportunities and challenges in the region. This workshop covers comprehensive materials including the WCO SAFE Framework of Standard 2021, AEO Concept, Implementation, Benefit, Customs-Business Partnership, Validation and Authorization, Mutual Recognition Arrangement/Agreement, Coordinated Border Management, Compliance and Risk Management, Post Certification Monitoring, Stakeholder Engagement, as well as Case Studies and Lesson Learned. This workshop also provides simulation exercises and round table discussions to allow participants to learn each other experiences and best practices.<img src="http://klc2.kemenkeu.go.id/image/2023/6/27/1687848796476lli/picture2.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/6/27/1687848808362iph/picture3.jpg"> After the workshop, participants are expected to be able to:&nbsp;<ol><li>Increase awareness and understanding of the benefits of the AEO programme;&nbsp;</li><li>Enhance the knowledge and skills of Customs officials in the implementation of the AEO programme;&nbsp;</li><li>Increase harmonization and standardization of AEO programmes;&nbsp;</li><li>Identify the opportunities for further cooperation and collaboration among Member States in the ASEAN region.</li></ol> Aside from the regular subjects, there were several additional programs such as field trips to the Directorate General of Customs and Excise (DGCE) Headquarters. The participants were invited to visit the AEO Customs Service of DGCE, Customs and Excise Museums, and Customs K-9 Unit Office. During the field trips, DGCE showed daily activities in AEO customer services and explained the improvement of AEO implementation in Indonesia. Call for Papers: "International Conference on Customs and Tax Cooperation"

Wednesday, 17 March 2021,&nbsp;The second day of the International Conference on Digital Transformation in Customs focused on the topic of Innovation in Trade Security and Customs Control. The conference started with the keynote speech from Mr. Baek Hyungmin, Head of WCO RILO A/P. In the keynote speech, he asserted the importance of digital approaching to draw innovation and creativity, especially in fear of trade security and customs control. A systematic digital approach needs to be developed to eventually detect and analyze high risk from threat and passenger. Furthermore, He introduced some of the technology of data analytics with different data sources. Those are structure data analytics, image recognition algorithm, and data analytics algorithm. There were two sessions in the conference, where in the first session, the participant listened to the presentation from the invited speakers. In this topic, Innovation in Trade Security and Customs Control, we proudly invited two experts, they are: 1.&nbsp;&nbsp;&nbsp;&nbsp;Mr. Agus Sudarmadi, Director of Customs and Excise Information and Technology – DGCE, explained the Indonesian Customs data security platform. He started describing the development of ICT in Indonesian Customs, how the process, the impact of platform collaboration in import and export procedures, the importance of infrastructure and regulation in data security, and highlighted that security is everyone's responsibility. 2.&nbsp;&nbsp;&nbsp;&nbsp;Mr. Royke Lumban Tobing, GWAPT, GCIH, CITP, Threat Intelligence Director, PT. 2nd day International Conference on Digital Transformation in Customs "Innovation in Trade Security and Customs Control"

The training was hosted by the Indonesian Customs and Excise Education and Training Center (ICEETC) as WCO Regional Training Centre Asia/Pacific – Indonesia (RTC Indonesia) with support from Pekanbaru Financial Education and Training Hall. The training is funded by Indonesian AID through a grant scheme and RTC Indonesia. The training was joined by 32 participants, consisting of participants from 13 Asia Pacific countries: Bangladesh, Brunei Darussalam, Cambodia, Fiji, Maldives, Myanmar, Philippines, Thailand, Papua New Guinea, Srilanka, Timor Leste, Vietnam, and Indonesia. Participants from Brunei Darussalam and Thailand are self-funded by their customs administrations. This training covers comprehensive materials including vessel type and terminology, pleasure craft areas, merchant vessel areas, merchant plans and construction, bay row tier, systematic search simulation, evidence handling, vessel hazards health and safety, a practical search of fishing vessels, atmospheric hazard, identify enclosed spaces, water safety theory, a practical search of pleasure craft, barge, and merchant's vessels. This training also provides comprehensive simulation exercises in vessel inspection both in TBK and in Batam. <img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702356161738bxw/vessel2.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702356178957yli/vessel3.jpg"> Aside from the regular subjects, there were several additional programs such as field trips to the DGCE Customs Sea Patrol Base on Customs and Excise Operational Facilities Base Type A Tanjung Balai Karimun and PT. Citra Shipyard – Sagulung. The participants also experienced the vessel search simulation in TBK (fishing vessel), in PT. Karya Teknik Utama (KTU) – Sagulung (pleasure craft), and Dermaga Bintang 99 Persada - Batu Ampar (merchant vessel). During the simulation, participants were divided into several groups and given tasks to inspect each vessel. At the end of the simulation, the trainers will provide feedback and review of the activities. The simulation enabled participants to implement the knowledge gained in the classroom and experience the daily activities of customs officers in protecting the border from Illegal importation of drugs, arms smuggling, trade in endangered animals and plants, human trafficking, money laundering, and terrorism.&nbsp; <img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702356212195omc/vessel4.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702356227006see/vessel5.jpg"> During the training, participants were also given a chance to experience the richness of Batam culture in socio-cultural activities organized by committees. Furthermore, this training would help trigger the participants to develop more significant collaboration between Customs Administrations and Border Institutions in Asia Pacific countries in many ways such as improving regulations or agreements to reduce vessel search challenges, enhance the exchange of information relating to illegal trade and various transnational crimes, and enhance the procurement of more modern infrastructure to support the vessel search activities. Vessel Search Training Course for Asia Pacific Customs Administration Officers

<img src="http://klc2.kemenkeu.go.id/image/2023/12/12/1702364462502ydx/conferrence1.jpg"> The Indonesian Customs and Excise Education and Training Center as the WCO Regional Training Center Asia Pacific - Indonesia collaborates with the Directorate General of Customs and Excise (Directorate of International Affairs) and Polytechnic State of Finance STAN (PKN STAN) held the 3rd WCO RTC Indonesia International Conference: Customs Role on Sustainability and Digital Economy in a hybrid method on 7 s.d. November 8 2023 with an offline location in the Mezzanine Hall and Mezzanine Meeting Room 2, Djuanda 1 Building, Ministry of Finance and online via Zoom and YouTube of Indonesian Customs and Excise Education and Training Center. The conference theme of Customs Role on Sustainability and Digital Economy stems from two underlying considerations. First, alignment with the economic pillars that underlie Indonesia's Chairmanship in ASEAN 2023 , namely Sustainability and Digital Economy. Second, alignment with the two focus areas of the WCO Strategic Plan (WCO SP) for 2022-2025, namely Green Customs and Technology and Innovation. This conference was reached and preceded by the stages of calling for papers with the acceptance deadline of 3 October 2023, similarity checking (plagiarism) through the turnitin test, the paper review or assessment, and lastly, the announcement of selected paper on 24 October 2023. The presentation was carried out parallel and hybrid in two rooms (the mezzanine hall as room 1 and the mezzanine meeting room as room 2. The winners of paper authors who presented at this conference were 16 people or 16 papers coming from 5 countries, namely Indonesia, Ivory Coast, Malaysia, Nigeria and Russia with paper compositions based on themes consisting of 5 papers on the Sustainability theme and 11 papers with the Digital Economy theme. The total number of conference participants was 405 people, consisting of 250 people on Day I, 7 November 2023 (84 people attending offline and 166 attending online via Zoom), and 155 people on Day II, 8 November 2023 (55 people attending offline and 100 people attending online via Zoom). The participants' countries of origin are Belgium, Indonesia, Malaysia, Mongolia, Nigeria, Singapore, Sri Lanka and Thailand. On the first day, this conference was officially opened by Andin Hadiyanto, Chairman of the Financial Education and Training Agency and attended by the structural and functional Officials in all echelon I units of the Ministry of Finance, Directorate General of Customs and Excise, Polytechnic State of Finance STAN, and academics from various universities. Moreover, the plenary session with subtheme of Customs Role on Sustainability (Green Customs) was presented by Ferdinand Desmazieres, Strategic Planning Analyst from the World Customs Organization (WCO), Jackline Wanjiru, Legal officer within the Law Division of the United Nations Environment Program (UNEP), and Anton Purnomo, Director of Basel Convention Regional Center (BCRC) for Southeast Asia. The two traditional dances were also performed by the FETA and DGCE Dance Team. Continuing the session, the Sharing Session from Invited Countries was delivered by Nurul Aini Binti Azis, Technical Officer from Royal Malaysian Customs Department, and Zheng Pengfei, Supervisor of Shanghai Customs College of China Customs. The traditional dances were performed by the DGCE and the Ministry of Finance Dance Team. 3rd WCO RTC INDONESIA INTERNATIONAL CONFERENCE: CUSTOMS ROLE ON SUSTAINABILITY AND DIGITAL ECONOMY

Thursday, 18 March 2021, The last day of the International Conference on Digital Transformation in Customs focused on the discussion about Innovation in Post Clearance Audit (PCA). The virtual conference opened with the keynote speech from Nugroho Wahyu W, Director of Customs and Excise Audit. He conveyed that during the COVID-19 pandemic, it is important to strengthen the implementation of post-clearance audit. Post clearance audit (PCA) proves to be an essential tool to ensuring that customs control is effective in many aspects and plays a role in implementing an effective customs risk management strategy. In connecting with Indonesian customs effort in implementing digital transformation of PCA even before to COVID-19, Indonesian custom has already been experimenting with new technology and working with big data that perform higher quality and more efficient and focused audit. Indonesian Customs significantly started PCA's innovation by leveraging the information and collaboration technology in almost every audit procedures and developing and implementing the dashboard analysis by leveraging business intelligence software. It is used to analyze and assess the level of compliance and tendency of potential fraud committed by the trader. Furthermore, Indonesian customs also establish some other practical applications by developing the system information management in form and application, namely, the audit management system (SIMAUDI), that supports audit implementation by monitoring the audit performance in customs and excise regional office and prime customs and excise office. At the same time, Indonesian Customs also build a management system re-examination application, SIMPUL, to monitor every implementation of the re-examination conducting by the customs and excise regional office and prime customs and excise office. At the end of his speech, he persuaded us that it is time for us to move from conventional procedure to digital procedure to achieve a higher quality audit, more efficient audit, and better trader compliance. 3rd Day International Conference on Digital Transformation in Customs "Innovation in Post Clearance Audit"

<img src="http://klc2.kemenkeu.go.id/image/2022/2/15/1644897065550azv/picture5.png"> Wednesday, February 9, 2022&nbsp;The second and the last day of the International Conference on Customs and Tax Cooperation discussed the topic of “Enhancing the Exchanging of Information Between Customs and Tax Authority to Improve Compliance.”&nbsp;In today’s event, Mr Norikazu Kuramoto, Head of ROCB AP opened the conference by providing a keynote speech. He started his speech by highlighting the fact that the cooperation between customs and tax was beneficial and meaningful in terms of revenue collection and compliance perspective. He also stated the fact that the structure and system of customs and tax authorities vary in each country. Hence, there is no common template for cooperation between those two agencies. Environmental screening and brainstorming to gain basic knowledge on each other operation is the key to proceeding on how to cooperate. WCO already produced a guideline on strengthening the cooperation and exchange of information between customs and tax at the national level. In addition, to become an expert in this cooperation, WCO also facilitates in-house training for customs and tax administrations. He believed that deepening the basic knowledge and understanding of tax given by training is important to ensure smooth cooperation in the future. Mr Kuramoto then ended his speech by hoping that today’s discussion would bring ideas on effective cooperation strategy. He also hoped that customs and tax administrations could combine their effort to utilize their leaders’ political will to drive cooperation.&nbsp;In discussing how to improve compliance by exchanging the information between customs and tax, there were two expert speakers from Indonesian customs and tax authorities and two customs officials from Malaysia and Russia. This presentation and discussion were moderated by Mr Heru Hardjanto Adi Pradopo, ASEAN Regional Expert on PCA.&nbsp;The first presentation from an Indonesian Customs expert was delivered by Mr Decy Arifinsjah. As the Director of Customs and Excise Audit of Directorate General of Customs and Excise (DGCE), he explained that to support the Ministry of Finance’s goals in optimizing state revenue, enhancing compliance, and improving the service for taxpayers, DGCE facilitated the exchange of data with other government units such as tax and budget authorities. Some of the results were a joint program between customs, tax, and budget authorities and data analyzing tools. One of the prominent joint programs is the joint audit, in which tax examiners and customs’ auditors team up to perform tax examination or customs and excise audit. Meanwhile, data analyzing tools produced some outputs such as confirmation on taxpayers’ status before they were given some customs or excise facilitation and auto-blocking system that enables taxpayers that had problems with compliance to be blocked by customs authorities. He then stated that those joint initiatives produced astonishing results such as an increase in revenue, improvement of compliance, single profile compliance risk management and enhance controls on high-risk imports, exports, and excise.&nbsp;The next presentation was done by Mr Imam Arifin from the Directorate General of Tax (DGT). As a Director of Business Process Transformation, he explained that joint program between customs and tax in the form of joint business processes and TI produced significant improvement on data quality, reduction of service time, enhancement of the system preventive supervision, and securing tax facilities. One of the programs in the joint business processes was the use of the exchange of data in facilitating VAT (Value-Added-Tax) return. By exchanging the data between customs and tax, the tax officer could fill the data of export declaration (PEB), CK-1, and import declaration (PIB) in the VAT return form. Mr Imam hoped that this synergy could enhance the convenience of entrepreneur taxpayers in reporting their VAT return, minimized filling errors, and reduced the number of unreported documents. Hence, it could increase the compliance of taxpayers.&nbsp;&nbsp;In the next session, there were two presenters from Malaysia and Russia to share their success stories in coordinating customs and tax authorities. The first story was shared by Mr Chew Han Aun, Royal Customs Malaysian Department. He shared that one of the joint programs produced by the Malaysian customs and revenue department was a joint audit programme. Some information such as company information, company’s accounting information, audit tools usage, audit process, risk analysis, as well as verification and profiling were shared between customs and revenue department. He later explained that by exchanging the information, the Ministry of Finance of Malaysia could avoid repetitive on-site visits and audits by the customs and revenue department, raised the compliance level of taxpayers, and enhanced the effectiveness of the audit. The joint audit that had been going on since 2013 was proved to be beneficial for both government and taxpayers. It could raise taxpayers’ awareness of tax enforcement and instil self-compliance, while it also helped the government identify the actual revenue and expenditure of taxpayers as well as enabled exchange of auditing skills between customs and revenue authorities.&nbsp;Next, the second success story was presented by Mr Gryazin Denis from Federal Customs Service Russia. He explained that Russian customs and tax authorities had cooperation within customs control activities and the creation of goods traceability system. The exchange of information happened on regular basis and was then used for control and analytic purposes during customs clearance and post-clearance operation. He also stated that not only using regulation and MoU, Russian customs and tax authorities also form a coordination council to address issues related to information exchange and detection of tax violations. As a result, they successfully collected a higher amount of payment from claims. Russian customs and tax also had been implemented numbers of joint operations, in particular within the measure of detection and prevention of violation in payment. The coordinated control activities were able to detect schemes of illegal capital withdrawal, criminal, and administrative cases. Focusing on goods traceability, Russian customs and tax authorities pursued the full transparency of goods flow within Eurasian Economic Union (EEU) by unifying the electronic document of movement of goods and integrating the information system and traceability mechanism. Mr Denis then stated that in the middle of 2021, Russian customs and tax authorities had developed a national system of goods traceability that aims to detect and prevent schemes of nonpayment of taxes and customs duties.&nbsp;After the presentation from the speaker, the conference continued with the presentation from chosen papers. The three chosen papers to be presented were:1.&nbsp;A lesson learned from customs-tax authorities secondment program: transfer pricing, customs duties, and VAT rules in Indonesia – Imam Tri Wahyudi (DGT, MoF) and Indri Riesfandiari (FETA, MoF)2.&nbsp;Implementation Derailers of Joint Investigation Program for State Revenue Optimalization – Bangkit Cahyono, Maulia Githa, Arfin (Indonesia-FETA, MoF)3.&nbsp;Exploring Indonesians customs and tax data using text analytics approach – Aldi Pratama (FETA, MoF), Agung Darono (Universitas Gadjah Mada)&nbsp;After the presentation and discussion session had finished, the conference was closed by Mr Harry Mulya, Director of Indonesian Customs and Excise Training Agency. In his closing remarks, he conveyed his appreciation for all the committees, expert speakers, paper presenters, and audience for their effort to participate in conducting a successful and fruitful discussion. He believed that the two-day discussions were able to provide insight and knowledge to strengthen the coordination between customs and tax authorities.&nbsp;On this last day, there were more than 500 participants coming from the Ministry of Finance of the Republic of Indonesia; other Indonesian government agencies; customs and tax administrations from Malaysia, Sri Lanka, Fiji, Cambodia, Thailand, Lao PDR, Singapore, India, Australia, Iran, Nepal, New Zealand, Nigeria, Vietnam, and Timor Leste; and general public.&nbsp;The Committee of RTC Indonesia is grateful for all the honourable speakers and participants who joined the International Conference on Customs and Tax Cooperation virtually. Second Day of the International Conference on Customs and Tax Cooperation

On 16-18 March 2021, Indonesian Custom and Excise Training Center organized International Conference on Digital Transformation in Customs. This event marks the establishment of the Indonesian Customs and Excise Training Centre as the WCO Regional Training Centre for the Asia Pacific. The conference was opened by The Chairman of Financial Education and Training Agency, Mr. Andin Hadiyanto.&nbsp;The Minister of Finance of Republic Indonesia, Sri Mulyani Indrawati, was invited to present her keynote speech. In her speech, Sri Mulyani acknowledged the importance of customs role in regulating strategic policy for the economic sector especially with regard to and anticipating the changing of the digital economy. Moreover, she also supports the human capital investment through training, she said “Digital transformation expected to increase transparency and certainty in the decision making process that also in the same time detecting the potential abuse or fraud or criminal activity, so these are the benefit that can be enjoyed but at the same time it requires a lot of change in the way customs work. So for now we need to continue investing in the education and training for many world custom officers for them to be able to understand the change in the digital technology and adjusting the way they perform and responsibility in work.”&nbsp;The three-day conference will discuss the remarkable contribution of digital transformation in many customs areas which invited the qualified speaker, government official and WCO accredited expert. On the first day, the conference discusses the topic,&nbsp;"Single Window: Simplification, Harmonization, and Digitalization of Customs Services."&nbsp;&nbsp;The first expert, Mr. Donald TAN Chor Suan, WCO Accredited Expert on Single Window, explained the concept of Single Window and Singapore’s Digitalisation Journey. First Day International Conference on Digital Transformation in Customs "Innovation in Trade Facilitation and Customs Services"

<img src="http://klc2.kemenkeu.go.id/image/2023/12/21/1703131678794vbc/executive1.jpg"> The Executive Training on Customs Modernization for Timor-Leste Customs Authority (TLCA) Officers was held from 6 to 10 November 2023 in the RTC Indonesia Office, Jakarta. The training was hosted by the Indonesian Customs and Excise Education and Training Center (ICEETC) as WCO Regional Training Centre Asia/Pacific – Indonesia (RTC Indonesia) and funded by Indonesian AID through a grant scheme. The training was joined by 15 participants from the Timor-Leste Customs Authority (TLCA), all of whom are officials at the equivalent of levels 2, 3, and 4. The trainers of this training are RTC Indonesia’s trainers and officials from the Directorate General of Customs and Excise (DGCE): Director of Revenue and Strategic Planning, Head of ICEETC, Head of Tanjung Priok Customs Office, Director of Customs and Excise Information and Technology, Director of Customs, Director of Customs Facilities, and Customs and Excise Supervision and Law Enforcement Analyst. The objective of the training is to provide knowledge, insights, and share experiences with officials at the Timor-Leste Customs Authority (TLCA) regarding policy formulation and leadership, both related to personnel and the institutions they lead, especially in making policies related to Customs Modernization. <img src="http://klc2.kemenkeu.go.id/image/2023/12/21/1703131735985vyk/executive2.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/12/21/1703131748097fln/executive3.jpg"> This training covers comprehensive materials including Strategy for Customs Modernization; Human Resources and Integrity; Customs Reform Initiatives; Risk Management in Customs Context; Role of Information Technology in Customs Modernization; Trade and Customs: Customs Valuation, RoO, and Customs Facilitation; as well as Enforcement and Coordinated Border Management. Aside from regular classroom subjects covering lectures, discussions, case studies, and group assignments, there were several additional programs such as field observation at DGCE Headquarters and Tanjung Priok Customs Office. During their field trip, participants were able to experience the best practices of modernization in the customs and excise in Indonesia.At the end of each day, participants were divided into 5 groups and each group were given a chance to develop strategic initiatives. Participants presented their strategic initiative at the end of the week followed by structured discussion with the trainers. <img src="http://klc2.kemenkeu.go.id/image/2023/12/21/1703131789735rpn/executive4.jpg"><img src="http://klc2.kemenkeu.go.id/image/2023/12/21/1703131799830kzx/executive5.jpg"> After the training ends on day 5, participants will need to do the action learning activities. These activities are conducted 3-6 months after the training concludes. The participants are required to implement the reform initiatives they have formulated during the action learning period in their respective work units. After the action learning period ends, participants will present the implementation of reform initiatives in front of the appointed by RTC Indonesia. The panel consists of a minimum of three officials with expertise in the field of Customs Modernization. Participants visited tourist spots in Jakarta and were also given a chance to visit a souvenir store to buy souvenirs and handicrafts.RTC Indonesia is proud that the training was able to be organized properly and smoothly with support from DGCE. Based on the evaluations given by the participants, the implementation of the training received an excellent perception index. Overall, RTC Indonesia believes that this training can equip TLCA officials with the necessary knowledge to develop strategic initiatives for Customs Modernization in Timor-Leste and make informed decisions for their organization. Furthermore, through the implementation of Customs Modernization, it will be beneficial for TLCA to become an official member of ASEAN.
